Three Things California Property Managers Should Know About EV Submeter Billing

EV charging is arriving on commercial and multifamily properties across California faster than most operators expected. When that charging load lands on your building's main meter, it stacks onto your peak and inflates your demand charges every single month. Submetered billing solves this by isolating EV charging onto a dedicated EV utility rate. At one corporate property, moving the EV load onto a dedicated EV rate cut the combined site and charging bill by more than 20 percent.
If you are weighing it for your property, here are three things worth knowing before you start.
1. Start before the load shows up on your bill.
The utility side of submetering runs on the utility's clock, not yours. Eligibility check, enrollment, and data submission each take time to work through. While that is happening, every month the EV load sits on your main meter, it raises your billing demand and you pay full commercial rates on it. The earlier you begin, the sooner the dedicated EV rate takes over and the savings start. Waiting until the chargers are busy means paying the penalty during the entire setup window.
2. Confirm there is no net-metered solar first.
California utilities do not permit submetering on a service account that carries a net energy metering agreement. If your property has solar under a net metering arrangement on the same service account, submetering is not available for that account, and no amount of modeling changes that. This is a ten-minute check at the start that can save weeks. Confirm the solar status and the service account before anyone invests time in scoping.
3. A complete information package gets you to savings faster.
The single biggest accelerator is a clean package of site information at the outset. The more complete it is, the faster the analysis, the quote, and the install. Gather these items:
A recent utility bill for the site and specific service account
Charger details: make, model, count, and port power
A single-line electrical diagram or panel schedule
Site photos of the chargers, the utility meter, and the electrical room with service panels, breakers and names
Network or cellular signal availability
